Kia EV3 - Doesn’t reach target charge

I have the target charge set 100% in the app and on the car. The target time is 8am but it rarely get to 100% by this time. During the time the car is plugged in it’s starting and stopping charging repeatedly but does seem to charge fully during the night when demand should be low
